Three of these teams - Georgia State, Lamar, and South Alabama - will be playing their first seasons of intercollegiate football in 2010 (though Lamar had a team previously, and South Alabama played a club-level schedule in 2009). I have not yet received any information as to what helmet design will be used by Lamar, but the other two new teams have made announcements about their helmet designs.

Savannah State had a new helmet design in 2009 (shown above).
